As provided for under the Juvenile Justice Act, 2000, the State Government is
empowered to establish and maintain either by itself or under an agreement with
voluntary organisations, observation homes in every district or group of
districts for the temporary reception of juveniles in conflict with law during
the pendency of any inquiry regarding them under the Act.
